You can try with the fxpreset definition name starting with a an uppercase and rest lowercase: Isntecho in your example or completely lowercase.

I tried Isntecho (and I edited all the others match that format, case-wise) and yes it works as I expected now, presets load correctly with fxpresets engages. So it does seem there's some bug with CamelCase names.
